Paul Watkins Sr. is President of PMW Management Partners, Inc and has an extensive background in residential and commercial development, including the structuring of complex finance proposals, financial analysis, underwriting, and market feasibility analysis. Over his career Mr. Watkins has been an award-winning, top-producing mortgage banker, having funded over $300 million in multifamily and residential loans. Mr. Watkins also has extensive experience in the strategic planning, analysis and implementation of recovery efforts for HUD’s Low-Income Housing and Housing Choice Voucher Programs.
At PMW Management Partners, Inc. Paul leads the overall business development efforts of the firm, the development of strategic partner relationships for the development of affordable housing and manages various public housing authority (PHA) management contracts that the firm is currently engaged. Prior to starting PMW Management Partners, Paul served as the Director of Technical Assistance at Econometrica, Inc. In this role he lead the technical assistance division of Econometrica’s Housing and Community Development Group where he served Senior Project Manager as a Technical Lead on several contracts and cooperative agreements for PHAs across the country independently and on behalf of the United States Department of Housing and Urban Development (HUD).
Mr. Watkins has led teams in conducting market analysis studies, strategic asset repositioning reports, and technical assistance in all operational areas for troubled and at-risk PHAs and PHAs placed under HUD Receivership. Under a former contract with HUD’s Public and Indian Housing, Office of Capital Investments, Mr. Watkins provided financial analysis, risk mitigation strategies, and overall commercial finance underwriting evaluation for complex development and modernization transactions submitted by PHAs from around the country. He also conducted strategic capital planning and development finance training and technical assistance to over 100 PHAs within a 3-year period, demonstrating the use of the Rental Assistance Demonstration (RAD) Program, Capital Fund Financing Program, Replacement Housing Factor, Operating Fund Financing Program, Section 30, Energy Performance Contracting, and the Low-Income Housing Tax Credits programs to modernize and redevelopment public housing.
Throughout his career, Mr. Watkins has facilitated strategic and tactical planning sessions for corporate clients and has been a speaker/presenter at various workshops, seminars, and national conferences including industry organizations, such as the Public Housing Authorities Directors Association (PHADA), National Association of Housing and Redevelopment Officials (NAHRO), and other non-industry conferences.
Mr. Watkins holds a B.S. in Finance from Hampton University and an M.B.A. from the University of Maryland University College.
Magdalene Skretta is Vice-President of PMW Management Partners, Inc. She has over 18 years of consulting, managing and implementing Federal financial assistance programs and in supporting Federal program managers’ efforts to improve the integrity of their programs by building strong relationships with State agency partners. With a firm understanding of the applicable laws, regulations, executive orders, and Office of Management and Budget circulars that govern the administration and monitoring of Federal financial assistance programs, Ms. Skretta provides financial and technical program compliance expertise, a clear understanding of the importance of program and data-quality measurement, standardized data collection and analysis procedures, and top-notch technical writing skills.
At PMW Management Partners, Inc. Prior to starting PMW Management Partners, Magdalene served as a Project Manager at Econometrica, Inc. In this role, she developed and managed project teams for various contracts for the Department of Transportation and Department of Housing and Urban Development. She was responsible for client relationship management for both the federal partners (COTR, program office partners) and the agency recipients of the technical assistance being provided.
Magdalene has monitored implementation of work plans under cooperative agreements with the U.S. Department of Housing and Urban Development (HUD) to provide technical assistance to communities in receipt of HUD funding to support low-income public housing (LIPH), housing choice voucher (HCV), community and economic development programs. Under various work plans Ms. Skretta has also provided significant audit resolution assistance to the housing authorities in their efforts to resolve a backlog of findings from HUD’s Office of Inspector General, the Departmental Enforcement Commission, and the Quality Assurance Division.
Ms. Skretta was the Project Manager for a HUD-funded work plan to conduct workforce connectivity gap analysis for residents of the St. Louis Promise Zone, the largest Promise Zone in the nation. The gap analysis included quantitative data analysis, a survey of workforce development stakeholders and the convening of two (2) working group meetings in St. Louis (MO).
From 2006 – 2016 Ms. Skretta provided technical program support to the Federal Motor Carrier Safety Administration (FMCSA) State Safety Data Quality (SSDQ) program. In this capacity, she monitored more than $30 million in Safety Data Improvement Program (SaDIP) grants awarded to State law enforcement, public safety, and transportation agencies since 2006. Ms. Skretta coauthored the May 2009 Analysis Brief for the Bus Crash Causation Study, a report pursuant to Section 224 of the Motor Carrier Safety Improvement Act of 1999, on behalf of the Analysis Division within the FMCSA Office of Analysis, Research, and Technology.
Ms. Skretta majored in Comparative Literature with a Minor in International Women’s Health at the University of Massachusetts at Amherst.
